Frequent 503 errors on our site

My Client runs a Job portal. Past few days we are encountering frequent 503 errors. At times, cPanel shows cpu usage over 90%, but the 503 errors occur even when it shows less than 10% cpu usage. Even running WPMU WP checkup shows the 503 message

    The 503 is a server error, occurs when your web server is unable to get a proper response from a PHP script that comes from a theme or a plugin. Looks like something eating up server usage and server goes down.

    Please deactivate all your plugins and check the server's CPU usage. To deactivate the plugins, please go to the /wp-content/plugins/ folder and rename the folder to /plugins-deactivate/.

    Visit your WordPress site to see if this resolved the error. If all is well, then this means a plugin installed on your website was causing the error. Create new /plugins/ folder and move folders from /plugins-deactivate/ one at a time or in groups, every time checking the CPU Usage and the front end of your site for 503 error.

    If this will not resolve the CPU usage, please contact your WordPress hosting company because they may be able to point out what’s causing the issue.

    Hope you're well.

    WP Checkup can cache the results and show you the cached results for 24 hours, so I recommend test different way. Instead, maybe you can check from Hummingbird performance test. Or any other way to create this error. If still not helps, you can try changing your theme too.

    Also, did you check server error logs? Maybe it indicates one of the files in your server.
