Google Analytics is showing Daily Limit Exceeded

We're getting an error of: Error loading data. usageLimitsdailyLimitExceededDaily Limit Exceeded. The quota will be reset at midnight Pacific Time (PT). You may monitor your quota usage and adjust limits in the API Console:

If I go to the API console link, I see. "The API "analytics" doesn't exist or you don't have permission to access it"

It appears on both the Network Admin dashboard and also sub-site dashboards in the Statistics - Last 30 Days area.

How to fix this?
