How can I change background and text of the submit button?

Hi, I'd like to change the background color and text color of the Complete Sign Up button of the registration page (Please refer to the attached file). I would like to change the background color to #e21e2f and the text color to white. I'd like to keep the mouse over effect there. How can I change this way? Thank you in advance!!
