How to allow multisite admins to edit their users?

By default, WordPress multisite does not allow site administrators to edit the profiles of their site's users. Only the super administrator can edit users.

In my network, each administrator is a teacher and they absolutely MUST have access to their users (their students) to edit passwords, see their earned achievements (BadgeOS), etc.

Is there a workaround that will allow site admins the ability to edit their users' profiles?
