How to set up digital downloads

I'm having trouble getting my store to deliver digital downloads.
Do I set up the deliverable file in the Product Page? If so, why am I sent to the image gallery to navigate to my downloadable file?

    I thought that I did that.
    The add download interface takes me to the Wordpress gallery import. What seems to be happening is that the file I want to supply to my customers as a download is getting stored in my content uploads folder. Consequently, the file is flagged as private and not downloadable.

    I must be doing something wrong when I am in the image gallery upload. no?

    If not, then how do I make the file downloadable by the built in delivery system?

    I see in the linked image that Vaughan posted there's a line in the product Download well that says a Super Admin can change the file types allowed for my network.

    Does this have something to do with my problem?

    I don't see that line about the Super Admin on my wordpress site.

    If the file type is not allowed, then you wouldn't be able to upload the file in the 1st place, so i don't think that's the cause.

    i'm leaning towards a folder permission or restriction on the server, because the Forbidden message above tends to mean that the folder permissions are restrictive.

    can you check the upload folders on the server, make sure they are chmod 755.
    there could also be a .htaccess restriction too

    failing this, could you provide access details to your site?

    Thanks for all the help. This problem has been resolved.
    What I did wrong was the following:
    I uploaded the fil, but I did not click on the upload url button afterwards.
    I manually had posted the url, and had a mismatch in my syntax.

    -user error- as usual.
