I am having troubles understanding this ----

I understand that once installed -- all users permalinks would be set to some standard so they can't change it --- but I'll be damned if I can find where to set the standard --

under network admin -- there is no permalinks option -- whether the plugin is activated or not activated ????? This does not make sense -- the instructions does not cover how to setup the standard -- and I can not find anywhere to do it
