Child Theme set up

I am trying to set up a child theme for my site. I have created a folder and named it Alpine-child. Within that folder I have a style.css and functions.php file.

My style.css file contains:

My functions.php file contains:

I have activated my child theme. Any changes I make to style.css are not implemented in the child theme they only work if I implement them in the parent style.css.

What have I done wrong?
