Last Reply/Update Time is Incorrect

When opening or updating a ticket, the last reply/update time is is incorrectly listed as current time -5 hours. On the front end, the "Last Reply" time is listed as 5 hours ago on a brand new ticket. On the back end, the "Last Updated" time is listed as 5:48 PM for a ticket that was created at 10:48 PM.

Any suggestions?
