Manually added member stuck in Pending status

When we add a member (last name is 'Hardy') with 'digital' access, we are having trouble activating the membership. I ended up changing the membership to 'total access', then activating it, then changing it back to digital.
We're not sure if this is a result of the latest release or not, as we don't recall seeing this before.

I have enabled support access.
