Modify page header with Custom CSS

I'm trying to get the right CSS to make this header:

    Could you please try the following CSS rules?

    #header-space {
      height: 0 !important;
    }
    #header-outer[data-permanent-transparent="false"] {
      background: none;
    }
    header#top {
      height: 60px;
      background-color: #fff;
    }
    #header-outer .row .col.span_3 {
      top: -18px;
    }
    #header-outer .row .col.span_9 {
      top: -30px;
      position: relative !important;
    }

    You can insert these in your child-theme's stylesheet, or use the native Customizer by going to Appearance -> Customize -> Additional CSS, or via some custom CSS area in your theme options.
