MultiSite - sending mailing to admins of all sites

Hi,

Maybe I do something wrong, but if I trying to sent a newsletter to admins of all sites (21352 blogs) in queue I see only one (Waiting send). Please see at attachment. Why can't I send mail to admin of sites?
