Network Admin Permissions

Issue: We have a dev team with a WPMU install, the majority of the team requires theme edit privileges, however can only be accomplished with Network Admin access.

A. Is it possible to enable Theme Editor on the site level? I presume not given a theme can be used by multiple sites, but has to be asked.

B. Is there anyway to provide user specific permissions for Network Admins, to only allow access to Theme Editor, or...

C. ...conversely, restrict access to "Sites" panel to a single user/network admin?

The goal is to let the team edit themes (and other settings) as needed, but to restrict the creation of new sites and the ability to delete to a single Admin, namely the primary admin.

At this point, I'm wondering if possible to just hardcode the "Sites" section to only be available to the primary admin via userid.
