Not adding to sites

Here's the situation:
I have a multisite installation "site.com" and two sub-sites "1.site.com and 2.site.com". Before trying this on a live site, I decided to test it on my development site. I created 4 users each in for each of the 2 sub-sites. What I expected was that the main site "site.com" would have 8 new users and the two sub-sites would have 4 each.

The sub-sites have no new users and the main site has 8 new users but none of the users are assigned to sites. Following is what my CSV file looks like:

What seems to be missing is the wp_capabilities key and it's corresponding value. I don't know if wp_user_level should be there or not, but it's not there either.

This may all be due to Network Activating it, but that's the only way I could get it to activate - it doesn't show up in the plugin list on the sub-sites and since the sites are named that seemed correct to me.
