Not blocking access to a custom login page

I having members login via the standard WP login page. I've cobbled together a plugin that generates the standard login on a page. It works.

I want this Page accessible to anyone.

I've yet to figure out how to do so when Membership is enabled. Instead of the form, I see my "No access message" from Membership>>>Options.

How do I exclude a Page (not a post) from being protected by Membership?

    In the Sub level NotLoggedIn, I have in the positive rules Pages, and the following pages checked:

    TestLogin (the login page I want them to access)
