Restricting User Permissions in Admin Panel

I want to allow my users to have specific permissions so I downloaded: http://wordpress.org/extend/plugins/user-role-editor/ which works, however:

1. When adding a listing, users cannot assign it to a Category. I'd like them to.
2. Users can upload their logos, but they have access to all of the Media in the admin panel. I don't want them to.

On a perfectly installed Directory, when a user chooses Submit A Listing, what should happen? Maybe I'm missing something...I didn't think the user would submit the listing in the admin panel. I thought a contact form would appear on another page asking for the business details as seen on other directories like MerchantCircle, for example.

    If the user has rights to edit categories they should definitely be able to assign them. If you're using a role editor you can add that capability. Have you tried that?

    Currently, there's no way I know of to provide strict access as such. These things are being looked at with the forthcoming update and we're happy to take your feedback into account.

    Users would normally be taken to the back-end to submit listings by default. There are an array of plugins you may be able to use to bring that functionality to the front-end such as this one:
