Sub-directory Theme's Not Working

I enabled Multisite :relaxed:.

However, I have a challenge with enabling themes for sub-directory sites. The primary (root of the sub-sites) WP site theme works, yet enabling themes for the sub-directory sites doesn't work. The sites display as raw HTML, and no CSS.

I read a variety of forum threads about this problem, and there hasn't been a straight-forward solution. I followed many suggestions of editing the .htaccess file but nothing worked.

My WP site is hosted on a local server, no provider. Therefore, I'm using sub-directories.

This is off topic, but when you "Network Enable" a theme or multiple themes in the My Sites Dashboard, what does that actually do? Because you can't have multiple themes running for one site correct? When you network enable a theme isn't it suppose to be the theme chosen for your entire network of sites? When I "Disable Network" a theme, I can then enable individually a theme in the 'Themes' section of editing a sub-site.
