Support System is not 'Create Ticket' for regular users

Only admins can create tickets. How can I change it?

I see the same issue described here https://premium.wpmudev.org/forums/topic/support-system-link-tab-only-shows-up-for-administrators. but there is no solution there.

    Though you have indeed pointed to a ticket that is three years old the answer is the same the Support System makes it easy for you to provide a network of support for your users and that is indeed the intended use.

    It is not for the end users which is not the intended use.

    Imagine having a thousand blogs/sites and those sites end users (possibly in the thousands) are going to be asking you for support?

    This support module is indeed meant for YOUR users which in a MultiSite situation they will all be blog/site admins as is the intended use of this plugin.

    If you indeed want to make it so that other roles can access this internal so to speak support system, let me know and I will indeed submit this ticket as a feature request or perhaps see if the lead devloper can help us quickly hack it in.

    Please advise.
