Unable to Install WordPress

I am starting from scratch, but am having problems completing WP installation. The error I get is too many redirects. When I check the error logs it is holding them forever. i.e. I have installed from two different downloads and have tried installing using cPanel. I have tried installing four or five times.

Database exists but is empty. wp-config.php is all accurate.

Error log says: [25-Oct-2016 20:38:23 EST5EDT] PHP Warning: require_once(/home/mary/public_html/wp-includes/load.php): failed to open stream: No such file or directory in /home/mary/public_html/wp-load.php on line 51

[25-Oct-2016 20:38:23 EST5EDT] PHP Fatal error: require_once(): Failed opening required ‘/home/mary/public_html/wp-includes/load.php’ (include_path=’.:disappointed:usr/lib/php:disappointed:usr/local/lib/php:disappointed:home/mary/php’:wink: in /home/mary/public_html/wp-load.php on line 51

    Hello Mary,

    That error indicates that there is file missing or permissions are wrong – so it cannot be open. Usig cPanel file manager check if

    a) /public_html/wp-includes/load.php file is there

    b) check permissions of wp-includes directory and load.php file – you will see permissions in Perms column. For directories it should be 0755 and for files 0644

    Let me know what you found.

    Thank you Kasia. My Systems Admin got it resolved for me. He said

    The reason of all problems during WP installation – htaccess and user.ini files at upper level folder (in /home/name/ directory) – which were automatically applied to webserver config.

    I have to move those files as _bak – in this way files are not served.
