Where do I find db_config.php?

Hello everyone, I hope that you are all well.
Environment - latest version of WP
Multisite sub-folders installation, hosted test environment set up as add-on domain. Use cPanel.

Followed the instruction as per thread https://premium.wpmudev.org/project/multi-db/#usage, created 256 dbs using https://premium.wpmudev.org/db-tools/db_sql.php (very useful tool by the way, thank you). Pasted the results into myphpAdmin and clicked GO, then got a message: "#1 row affected")
Can not find db_config.php in the wp-content folder.
Please advise how to continue installation or how to re-install in case this is necessary. Please advise on what to do. Thank you for your support.

    Jack, good to hear from you, thank you for your reply.

    I can now see the db_config....it is in the multi-db folder not in the wp-content forlder. Excellent!

    Now, I am about to type:

    - DB Name: (same as in step 2, see multi-db usage page). Do I have to put the underscore at the end of the db name as instructed in https://premium.wpmudev.org/db-tools/db_sql.php

    - DB Username and Password: this is a new db username and password.

    - For DB Local Host enter you server IP again: I have no locahost. So shall I leave it blank? I am using a remote hoste insted: eg: godaddy, hence I suppose need to type the host server ip address.

    Jack, I have moved on and so far so good.
    The plugin usage page suggests to "upload" the following files to wp-content/script folder

    move-blogs.php
    db.php
    db_config.php

    Do I have to upload new files via filezilla or just move the above files from wp-content/plugin/multi-db folder to wp-content/script folder

    Jack, we have a problem here

    I have moved (NOT uploaded) the files:

    move-blogs.php
    db.php
    db_config.php

    from wp-content/plugins/multi-db to wp-content/scripts folder

    in the move-blogs.php file I have typed the following info. Please tell me if this is correct:
    ///DB Settings
    $dbname = "mydatabase"; //This is your current database
    $blog_table_prefix = 'wp_'; //Prefix of your wpmu blog tables, most likely this won't need to be changed
    $newdb_prefix = 'mydatabase'; //This is the prefix of the db's you're moving your tables into - we assume they are all the same, if not, you're in trouble

    //We need info to connect to the databases
    $dbhost = 'localhost';
    $dbuname = 'mydatabase_user'; // this is the new database username
    $dbpass = '123'; //this is the password of the new database

    then I wist http://mysite.com/wp-content/scripts/move-blogs.php and I get the following meesage:

    "Could not connect to mysql"
