WordPress Menu option grayed out

I've tried disable all plugins, enable Twenty Seventeen but for some reason still unable to edit or create menus from my sub-sites.

Checked all the settings with no luck. The only place menus is editable is from main site.

    I hope you are well today.

    I've tried accessing your site through Support Access, but I'm afraid every time I do I get redirected to a 404 page. There definitely seems to be something wrong with your site as the page load times are terribly long and nothing quite seems to work right.

    Have you tried downloading a fresh copy of WordPress and uploading the core files over top of your existing files to rule out file corruption or missing files? This is not a common thing to need to do, but it's not unheard of.

    Otherwise, would you please send me your WordPress Admin username and password through our secure contact form so I can perform some advanced debugging?
